Data Exchange within INSPIRE
The INSPIRE directive identifies a number of spatial data themes to assist in environment policy-making. Divided into three annexes, these themes form the foundation of spatial data exchange within INSPIRE.
Organisations with data covering one or more of the themes are required to make their data available in accordance with the INSPIRE implementing rules.
Based on OGC and ISO standards, the INSPIRE implementing rules define data encodings for the themes and a collection data services by which the themes are exchanged. The Geography Markup Language (GML) is the sole data encoding for INSPIRE data themes. Utilising GML 3.2.1 (ISO 19136:2007), Legal Mandated Organisations (LMO) and Spatial Data Interest Communities (SDIC) have collectively defined a European- wide common understanding of each theme and realised this understanding in the creation of a GML Application Schema per theme.
To comply with the directive, organisations must encode their data in GML (ensuring that it validates to the GML Application Schema) and make it available to the wider INSPIRE community via one or more of the INSPIRE data services.
